It is made the duty of every person or corporation owning or operating any railroad crossed by public roads or streets within the city limits to maintain and keep in good repair all railroad crossings for the roads or streets, including all of the grading, bridges, ditches and culverts that may be necessary to make a safe railroad crossing for vehicular traffic.
