If any owner or occupant of any lot or lots refuses or neglects to clean or remove from sidewalks abutting the lot or lots all snow, ice or mud, the city may cause all snow, ice or mud to be removed from the sidewalk and shall assess the cost of such removal against such abutting lot or lots and such cost shall be collected in the same manner as is required for the building of sidewalks.
