(A) An application for utility services may include an application fee, the purpose of which is to offset the administrative costs of conducting a credit history report. Such application fee shall be adopted by the Governing Body of the City by resolution.

(B) An application for utility service may include a deposit, the purpose of which is to secure payment of City utility bills. Deposits required for the various types of customers shall be adopted by the Governing Body of the City by resolution.

Letters of favorable credit history will not be accepted in lieu of a security deposit. A deposit may be required from an existing customer, whose deposit had been waived or refunded in accordance with Section 13.04.080, if the customer’s service is scheduled for or is disconnected in any twelve (12) month period.
