Section 106.4 of the International Property Maintenance Code is hereby amended to read as follows:

106.4 Violation Penalties. Any person, firm or corporation violating the provisions of this code, or fail to comply with any of the requirements thereof, shall be guilty of a misdemeanor and subject to penalties for the first conviction by a fine of not more than Two Hundred Fifty Dollars ($250.00); for a second conviction within two (2) years thereafter such person shall be punished by a fine of not more than Five Hundred Dollars ($500.00); and upon a third or subsequent conviction within two (2) years after the first conviction such person shall be punished by a fine of not more than One Thousand Dollars ($1000.00).
