The City Engineer shall be designated as the public officer charged with the administration and enforcement of this Act. The City Engineer shall authorize the investigation of violations of the Act. If it is determined that a violation of this Act exists, then the City Engineer shall declare such condition a nuisance and is authorized to pursue abatement and enforcement procedures as specified in Chapter 17.02.
