There is hereby created a personnel system of the City of Olathe, and all persons employed by the city except elected officials, members of boards and commissions, independent contractors and consultants, are under the jurisdiction of the personnel system. The personnel system shall include a classification plan and a pay plan which shall be established and administered in accordance with standard personnel and pay administration.
