Whenever the animal control officer or any other law enforcement officer encounters a stray or abandoned animal suffering pain, he or she may take the animal to a veterinarian approved by the City of Olathe where the cost of any care or treatment shall be borne by the owner. If the ownership of the animal cannot be determined, the animal control officer shall act in accordance with state law and have a licensed veterinarian assess the animal’s condition. If the veterinarian determines the animal is diseased or disabled beyond recovery for any useful purpose, the veterinarian may humanely euthanize the animal or may authorize the animal to be humanely euthanized by an animal control officer trained to perform euthanasia.
