It shall be unlawful for any person owning or harboring a dog or cat to permit such dog or cat to damage any property other than that of the owner or harborer, including, but not limited to, going upon any sidewalk, parkway, or private lands or premises without the permission of the owner of such premises and breaking, bruising, tearing up, crushing or injuring any lawn, flower bed, plant, shrub, tree or garden in any manner whatsoever.
