No funeral procession or parade of persons or vehicles, excepting the military forces of the United States, the military forces of the State of Kansas, or the forces of the City police and fire departments, shall occupy, march or proceed along any highway until the Chief of Police shall have been notified by the person or persons in charge thereof and until the Chief shall have made provision for such purpose together with a police escort if he or she deems such escort necessary.
