Any motor vehicle may be operated under the conditions specified in 10.01.144 when equipped with two lighted lamps upon the front thereof capable of revealing persons and vehicles 100 feet ahead in lieu of lamps required in 10.01.164 or 10.01.166: provided, that at no time shall it be operated at a speed in excess of 25 miles per hour.
