It is unlawful for any person, firm or corporation willfully to drive or cause or permit to be driven, any vehicle or machinery over or across any curb or sidewalk in any street or avenue of the city, or to damage, break or cut any curb, gutter or sidewalk, except as may be authorized under a permit from the city engineer issued in accordance with ordinances of the city relating to street parkings, curbs and gutters, and as hereinafter provided for the construction of driveway entrances.
