It shall be unlawful for any person, firm or corporation to construct or reconstruct, or cause to be constructed or reconstructed, any driveway approach within the city, without first obtaining a permit therefor from the city engineer; provided, however, no permit will be required under this chapter, when the driveway approach is to be constructed in connection with and simultaneously with the construction of improvements on private property for which a building permit has been issued.
