The city engineer is authorized to prepare standard plans and specifications for the construction of a driveway approaches, sidewalk crossing and interior curbs, all in accordance with the provision contained in this chapter. It shall be the duty of the city engineer to enforce the provisions of this chapter and to supervise all work authorized by a permit. Upon completion of any such work, his approval shall be entered on the permit and he shall preserve a permanent file of his permits issued and agreements entered into under the provisions of this chapter.
