The purpose of this Chapter is to distinguish between the types of signs which are permitted and prohibited within the public right-of-way and on public property for the purposes of maintaining the public property through the City of Olathe. This Chapter is written to ensure better communication between people and their environment and to avoid visual clutter that is potentially harmful to traffic and pedestrian safety, property values, business opportunities and community appearance. With these purposes in mind, it is the intent of this Chapter to authorize the use of signs which are (a) compatible with the City of Olathe’s existing codes and regulations pertaining to signs and the use of the public right-of-way and public property, and (b) appropriate to the activity that displays them.
