It is unlawful and a violation of this chapter for any person or persons at any time to enter the waters of any municipal pool who are afflicted with any venereal, infectious or contagious disease. The pool manager is authorized, directed and empowered within his discretion to require from any person requesting permission to enter the swimming pool, a certificate of health from a licensed doctor of medicine, dated within three days of the date admission is sought, stating that the person applying for admission to the pool is free from any infectious or contagious disease, which might endanger the health of other occupants of the pool.
