The hours during which the municipal swimming pools shall be open for use shall be determined by the city manager. The pool managers shall have the authority to close the pool during inclement weather or periods of limited demand or in case of emergency, and it is unlawful for any person or persons to enter the water of the pools except when the pool managers or lifeguards are in charge of the same and on duty.
