13.08.030 Monthly Wastewater Charge--Determination of Flow.
(A) Determination of Flow. For the purpose of determining the wastewater monthly usage charge the following formula shall be used:
(1) Residential Customer. Residential customer charges for the three (3) billing months during winter of each year shall be based upon the average water use of said customer during those same billing months of the prior year. Residential customer charges for the remaining nine (9) billing months of each year shall be based upon the average actual water use of said customer during the three (3) billing months during winter of the same year or their sewer usage as defined in Section 13.08.010.
(2) Nonresidential Customers. Nonresidential customer charges for each month shall be based upon actual water usage for said month as defined in Section 13.08.010.
(B) Adjustments. Wastewater usage charges may be adjusted to the same extent as a water bill adjustment due to water line breaks. Charges may also be considered due to nonsewered water uses upon receipt of fully supported application for said adjustments in accordance with Section 13.08.040.
