When any property, whether within or without the City limits is located topographically so that it could be determined to fall within the boundaries of a named sanitary sewer district of the City, but is not included in said district, and subsequent to the establishment of the main sanitary sewer district, the owner of said property desires to use the main sanitary sewer facilities, the owner of the property seeking to use the facilities shall pay a fee to the City based upon the total cost per square foot of the original main sanitary sewer district. The fee shall be calculated by multiplying the square footage of the property seeking to use the sanitary sewer facilities by the total cost per square foot of the original main sanitary sewer district.
