Under the provisions of the laws of the state, specifically K.S.A. 12-856 to 12-868 inclusive, the utilities set out in Section 13.24.010 are combined for the specific purposes as set out in this chapter and of simplifying the procedure of the maintenance and upkeep of said systems, which can be done more efficiently and accurately as a combined system.
