(A) The City may allow persons who desire to make a monetary contribution to the improvement of the City to indicate the amount of such contribution on the monthly utility bill received from the City. All monies received by the City in excess of the payment of the utility bill which represents a voluntary contribution to the City as indicated thereon, shall be deposited in a separate and segregated fund and used for public purposes.

(B) In order to effectuate the provisions of this section, the City Manager is hereby authorized to amend and revise the monthly utility bills in order to enable persons desiring to make such contribution to indicate the same thereon and the amount of the contribution.
