The City, under the authority of K.S.A. 12-631j and Section 5 of Article 12 of the Kansas Constitution, is hereby authorized to adopt rules and regulations providing for the management and operation of its sewage system, including prohibiting the discharge of matter deleterious to the proper operation of the sewer treatment plants.
