Except as otherwise provided herein, any person, firm or corporation violating any provision of this Title may be assessed a civil or criminal penalty of not less than Five Dollars ($5.00) nor more than One Thousand Dollars ($1,000.00) for each offense and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues. Civil fines shall be imposed on a strict liability basis. (Ord. 92-22 § 2, 1992; Ord. 84-105 § 1, 1984.)
