Any person violating any of the provisions of this Ordinance or who causes a deposit, obstruction, accidental discharge, damage, or any other impairment to the City’s facilities shall be notified that he is liable to the City for all expense, enforcement costs, loss or damage occasioned the City by reason of each violation or discharge.” (Ord. 92-22 § 2, 1992; Ord. 84-105 § 1, 1984.)
