Compensation for property shall be only if the property was commandeered or otherwise used in coping with a disaster and its use or destruction was ordered by an official of the City agency. Any person claiming compensation for the use, damage, loss or destruction of property under this Ordinance shall file a claim with the city clerk. Nothing in this section applies to or authorizes compensation for the destruction or damage of property caused by the local disaster, or removal of any buildings or structures rendered unsafe or dangerous by the disaster, or any actions by City employees necessary to protect the public safety, health and welfare.
