There is hereby imposed, assessed and levied upon the respective owners of all buildings or structures within the city occupied by them or upon any person or persons authorized by such owner or owners to occupy such building or buildings, a monthly stormwater management charge or fee used to construct or rehabilitate a stormwater management system designed to alleviate flooding in the city in accordance with the city’s capital improvement program. Such fee shall be adopted by the Governing Body of the City by resolution.
