It is unlawful for any person, firm, or partnership or corporation to engage in the business or occupation of transporting or carrying passengers for hire by means of a taxicab within the city without having procured a license to do so from the City of Olathe, except that taxicabs that have current licenses to operate in a municipality within the Kansas City metropolitan area, may carry passengers into Olathe from points outside Olathe, without being required to be licensed by the City of Olathe.
