Upon determination that the applicant meets the qualifications set forth in section 5.24.140, the city clerk will issue a certificate that expires on December 31 of the year issued. The certificate will bear the picture of the applicant and will be posted in the vehicle any time the driver is on duty. (Ord. 96-58 § 2, 1996.)
