If the Police Chief or designated representative issues an order suspending or revoking a license, the licensee, up to but not more than fifteen (15) days after the order, may appeal to the City Manager or designated representative. If the City Manager or designated representative issues an order upholding the suspension or revocation of the license, the licensee, up to but not more than thirty (30) days after the order, may appeal to the district court of Johnson County.
