If the owner of any such animal impounded by the City shall fail to make arrangements to care for such animal within five (5) days of the time the City takes possession of the animal, the City shall notify the owner in writing that, if the owner does not make arrangements to care for the animal within three (3) days, the animal will be placed for adoption or destroyed as an abandoned animal.

The three (3) days shall be counted beginning at the conclusion of the initial five (5) day period. If the owner fails to make such arrangements within such time, the animal shall be placed for adoption or destroyed is accordance with applicable City ordinances and the owner will be responsible for all costs incurred during the eight (8) day period outlined herein.
