Purpose:
To set forth the general public policy objectives of the city as relates to City Council goals.
Statement of Policy:
The statement of policy is hereby incorporated with Resolution 97-1161. Previous City Council goals were incorporated by Resolutions 95-1109, 91-1142 and 90-1006.
RESOLUTION NO. 97-1161
A RESOLUTION ADOPTING THE CITY COUNCIL GOALS FOR 1997-1999.
WHEREAS, the Governing Body of the city of Olathe, Kansas, has determined that establishing and supporting goals for the city is an important component of an effective and efficient city organization; and
WHEREAS, the Governing Body has met to formulate, evaluate, and prioritize goals; and
WHEREAS, the goals will give positive direction and enhance communication between the County Council and City Manager; and
WHEREAS, the goals will establish guidelines that can be used in the preparation, planning, and adoption of the Capital Improvements Program, the operating budget, and the updating of the Comprehensive Plan; and
WHEREAS, goals can serve as an evaluation tool by which performance can be measured.
NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF OLATHE, KANSAS:
SECTION ONE: That the City Council goals for 1997-1999, the same being attached hereto and made a part hereof, are hereby adopted.
SECTION TWO: This Resolution shall take effect immediately.
ADOPTED by the Governing Body this 18th day of November, 1997.

1997-1999 CITY COUNCIL GOALS
COMMUNICATION WITH CITIZENS
It is the Governing Body's highest goal to provide excellent services to our community, promptly respond to citizen concerns, provide clear communication, and promote and encourage citizen involvement in the decision making process.
FISCAL
To operate the city in an efficient, responsible manner and seek to continue to reduce the mill levy in a fiscally responsible manner during fiscal 1998.
PLANNING
Planning policies and decisions will be made consistent with the Comprehensive Plan.
ECONOMIC DEVELOPMENT
Improve pro-business stance toward achieving tax base diversification in compliance with direct debt burden policy.
PUBLIC SAFETY
To become the safest city of comparable communities in the metropolitan area.
DOWNTOWN (Original Town Area)
Maintain and enhance the viability of the original town enhancement area.
IMAGE
Promote an image of Olathe that residents and businesses can take pride in.
TRANSPORTATION
Explore transportation requirements that meet the needs of our growing city.
PARKS AND RECREATION
Continue communication and partnerships with the school district, county, and neighboring cities in pursuing common community goals.
INTER-GOVERNMENTAL COOPERATION
Strengthen communication and partnership with the school district, county, and neighboring cities in pursuing common community goals.
CITY SPACE NEEDS
Address consolidation of city operations and facilities of our growing community.
