Purpose:

To establish a review process for all public improvement projects for which the Governing body will be expected to award a contract.

Statement of Policy:

 Review Policies: Upon completion of final design plans and prior to advertising for construction bids, the Governing body shall review all public improvement projects. The City Manager shall schedule a time on the City Council agenda for a review of the final design plans. Such review will include receiving a written report from the City Engineering Department including, but not limited to, the following information:

A. A general description of the scope of the project.

B. Discussion of any significant elements of the project that may have changed during design or were not known at the time the project as authorized by the City Council.

C. A detailed estimate of the project cost based on the completed plans.

D. The status of the right-of-way acquisition.

Upon completion of the review, if the Governing Body approves the final design plans, the Governing Body shall take official action, by motion, to approve the plans and authorize the City Manager to advertise for bids.
