To set forth the general public policy objectives of the city of Olathe as relates to planning and construction of improvements to arterial streets.

Statement of Policy:

The statement of policy is hereby incorporated with Resolution No. 89-1120.

RESOLUTION NO. 89-1120

A RESOLUTION ESTABLISHING A POLICY FOR THE PLANNING AND CONSTRUCTION OF IMPROVEMENTS TO ARTERIAL STREETS IN THE CITY OF OLATHE, KANSAS.

WHEREAS, the Governing Body of the city of Olathe recognizes the need to provide an adequate arterial street system to serve the needs of its citizens; and

WHEREAS, the Governing Body also recognizes that since funds to pay for improvements to such roads are limited, planning for such improvements should be done in a way that avoids unnecessary expenses to the taxpayers; and

WHEREAS, the Governing Body further recognizes the need to formally state its policy in this regard.

NOW, THEREFORE BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF OLATHE, KANSAS:

SECTION ONE: It shall be the policy of the city to plan for the construction of major and minor arterials with a standard pavement width of 52 feet, as described under Thoroughfare Street Standards in Resolution No. 84-1144.

SECTION TWO: Major and minor arterial streets shall be constructed initially to a minimum collector standard width and pavement depth as outlined in Resolution No. 84-1144.

SECTION THREE: Dedication of right-of-way during the platting process shall be as required by the subdivision regulations. Acquisition of right-of-way from undeveloped property shall be limited to that necessary for the initial improvements as described in SECTION TWO.

SECTION FOUR: The Governing Body reserves the right to provide for an expanded scope on a specific project, either at the initial construction stage or the ultimate improvement, provided there are sufficient factors to warrant such broader scope. However, no such plans shall be undertaken without specific approval of the Governing Body which approval shall include documentation of the factors which justify deviation from this standard policy.

SECTION FIVE: This Resolution shall take effect immediately upon its adoption.
