Upon payment of all outstanding, overdue and unpaid parking fines issued for the vehicle and all other charges authorized by this chapter, including immobilization, towing and storage fees, and upon the showing of proof of ownership and current valid vehicle insurance, the vehicle shall be released to the owner, or to any other person legally entitled to claim possession of the vehicle through a power of attorney, or any other legally sufficient document that entitles the person to possession of the vehicle. Any person who obtains release of the vehicle pursuant to this Section shall be entitled to appeal the amount of the outstanding, unpaid and overdue parking fines, immobilization fee, and/or towing and/or storage fees pursuant to Section 10.14.080. Any monies paid for the vehicle release may be applied as a cash bond pursuant to Section 10.14.080. (Ord. 08-66 § 1, 2008.)
