Once a vehicle has been towed, the Chief of Police, or designee, shall make a reasonable effort to notify the registered owner. “Reasonable effort” means a check of the license tag of the vehicle with the Division of Motor Vehicles or a vehicle identification number search through the Division of Motor Vehicles to determine the identity of the registered owner. A telephone call shall be placed to the registered owner at any listed telephone number. If no such number is available, the sending of a written notice to the last known address, or addresses, reported to the City by the Division of Motor Vehicles shall constitute “reasonable effort.
