The City Manager shall appoint an Emergency Management Director to take charge of the Emergency Operations Plan and the Director is hereby delegated sufficient authority to effect coordination and accomplish all actions required incidental to the functions and duties as set out by state law and by any Emergency Operations Plan promulgated by the City Manager.
