(A) Complaints and notices to appear shall be served upon the accused person by delivering a copy to him or her personally, or by leaving it at the dwelling house of the accused person or usual place of abode with some person of suitable age and discretion then residing therein, or by mailing it to the last known address of said person. A complaint and notice to appear may be served by any law enforcement officer or City officer and, if mailed, shall be mailed by a law enforcement officer, City officer, or the Clerk of the Municipal Court. No provisions of this Section shall be construed to empower a City officer with powers of arrest, search, detention or other powers of law enforcement officers, except as provided by law. Upon service by mail, the law enforcement officer, City officer, or Clerk of the Municipal Court will certify that the complaint and notice to appear were mailed to the accused person at the last known address.

(B) For purposes of this Section, “City officer” means the City Manager or designee, the City Attorney or designee, the City Prosecutor or designee, the Fire Chief or designee, the Police Chief or designee, the Public Works Director or designee, the Parks and Recreation Director or designee, the City Clerk or designee, the Chief Building Official or designee, the Animal Control Officer or designee, Community Enhancement Officer, or Parking Control Officer. Said City officers shall have the authority to investigate violations of City ordinances, order compliance and issue complaints and notices to appear. (Ord. 16-43 § 1, 2016.)
