“Emergency medical service” means a service to provide for the effective and coordinated delivery of such emergency care as may be required by an emergency, including transportation of individuals by ground or air ambulances and the performance of any authorized emergency care.

“Governmental entity” means the state, or any department, agency or authority of the state, any city, county, district or other political subdivision or public corporation and any instrumentality thereof. (Ord. 418 § 2 (part), 1976.)
