Upon dishonor of any instrument held by the city the drawer will be responsible for payment of the amount stated on the instrument plus a service fee. Such service fee shall be adopted by the Governing Body of the City by resolution. The service fee is required to cover city administrative costs generated by processing of the dishonored instrument.
